Future of Main Street/Budget Constraints Imperil Program

It appears that a number of things have not gone well for the Pennsylvania Main Street program the last few years. Severe budget cuts and the loss of a designated specific line item in the Commonwealth budget have hurt the program. The number of Main Street programs across the state decrease annually, as local budgets shrink along with the Commonwealth’s budget.

What Kind of Place is Your Downtown?

Summer is a good season for getting outside and walking around. The warm summer nights could afford many an opportunity to walk around in the downtown. Many times people walk around and really do not pay much attention to anything but the path in front of them.

I would like to suggest the next time you take a walk, do it in your downtown.  You will be surprised at what you see if you pay a little attention to detail.  Towns change over time but some things just remain the same.

Pennsylvania Main Street Program is Imperiled

I am the co-founder of the Pennsylvania Downtown Center and I attend their annual conference. I have not been a main street manager for a few years, so it is more a labor of love to attend than a necessity. The conference is always a good time, but this year I retired early because as I age, 10 PM has become the new 11 PM.

Elections and Downtown Management

I have been in the Main Street Management field for almost 30 years, and I have always found that public service people, like main street managers, come under greater scrutiny during an election year.  Many times, it is derived by inference. Some person running for office or supporting someone running for office normally has an agenda or platform, and if something relating to your program somehow… someway… bears any resemblance to the platform or agenda, you end up in the cross hairs.

Brownfields and Community Development

In many of the communities that I visit, there is a common problem of a contaminated property. It is considered blight, and in most cases, there is a consensus that the blight should be remedied. Sometimes it is a downtown property, as it was in Downingtown, with the O’Brien Machinery property, and other times it is in a residential area like in Forest Hills.

Why Have a Downtown Keystone Communities Plan?

The Commonwealth has created the designation of Keystone Communities. To be eligible for grants, it is a good idea to have the plan and the designation. The designation gets you preferred status for grants. However, to have this status you need to hire someone to be your revitalization coordinator.

Saying YES as Part of Downtown Revitalization

It is a three-letter word but it can mean the difference between success and failure. Yes, YES is a powerful word. I used the word yes quite a bit when I got to Phoenixville.  Using yes and no at the right times is a crapshoot at best, but one must use one’s best judgment.

The main street process is a known method for revitalization using promotion, organization, economic restructuring and promotion. The four points, when implemented correctly, provide a powerful revitalization process that has provided results in small communities all across the country.

Oligarchic Influences as Limits of Behavior in a Downtown

I have been on the road a lot for the last couple of months trying to put together financing for projects. I like the opportunity to visualize a project, and then accomplish making the vision a reality. A good visualization for me is having myself in the visualization, looking at the completed project. I find that kind of process is the most effective for me. Then I figure how to fund it, and what constraints I will encounter.

Gaining Momentum for Revitalization

It happens all the time. People get together to revitalize a town, raise some money and hire a revitalization coordinator. Hopes are high that the effort will lead to revitalization of the downtown. It is hard sometimes for the group when nothing happens immediately and people get frustrated. People threaten to drop off the board and tempers flare in the meetings.

Hoops of Change

I have been given the liberty to change my column to write about CHANGE. I believe that I am the only officially recognized agent of change in Pennsylvania. I have the necessary skill set to write about change. Elements of change are everywhere around us, as we interact with media, institutions and individuals. I hope to be able to comment intelligently about changes that happen to and around us. Some of what I write is going to make people uncomfortable, but that is what change is all about.

Sanctuary Cities Downtown II

Two months ago I wrote an article about wage slavery in the downtown, and just recently there has been a nationwide “Day Without Immigrants” protest illustrating my point. 

I wrote:

Being the grandson of an illegal Italian immigrant who had trouble with the law, I have sympathy for the plight of the illegal immigrant. I also realize that in the cities, the economy, to a certain extent, relies on the ability to cheat the illegal immigrant on matters of wage, hours and conditions of employment because they have no redress in those matters.

Promotions, Law Enforcement and Merchant Backlash

The Main Street process has four points: Economic Restructuring, Organization, Design and Promotion. Promotion is always the one that has been my favorite, even though the economic restructuring is what everyone wants in the end.

Promotion is key in the strategic repositioning of the downtown. It is something to do when you come to a town. It is a draw for people to come to a downtown. For many people, it is what they think of the downtown.

Sanctuary Cities Downtown

In a past article, I discussed the potential for labor abuse involving illegal aliens in the downtown. The lack of redress of grievances based upon illegal immigration status leads to abuse in many instances. They are a large supplier of day labor for food service facilities and “hitching post” type parking lot labor availability sites, the most famous of these sites being the Acme parking lot in Manasquan New Jersey. 

Change In Neighborhoods Impacted By Gentrification

One of the issues that can arise when you are revitalizing is the potential for people from other areas and income groups to want to live in your (town) neighborhood. Many times the sudden influx causes demand in real estate, both residential and commercial.  The commercial revitalization sometimes makes it hard for some stores to remain downtown when rents go up. 

Good Design as an Asset in a Downtown Setting

Good design in a downtown is always the hallmark of a revitalized community. It is always easy to see bad design if it is particularly bad. When you walk down a street in a downtown, your eyes do not focus on bad design in the form of a rusty fence or a broken sign. In every town there is something.

Law and Order In Phoenixville

It was with surprise that I saw that Chief William Mossman retired from Phoenixville Police Department. His new employer will get a solid law enforcement official with street smarts and technical correctness. I always looked at my relationship with the Chief and the officers of the Phoenixville Police Department as a match made in heaven. 

The Hidden Economic and Social Impact of Illegal Workers in a Downtown Setting

Immigration is a hot topic in the presidential elections, and I started thinking about my interaction with illegal immigrants. Really it starts with me, as my grandfather was illegal. He did not find that out until he was about 90-year old, retired on social security, receiving a steelworker’s pension, black lung benefits and living in subsidized housing. I also have had work experience relevant to the issue.

Dialectics of Change

Change happens no matter who tries to stop it or promote it. When I go into a town to revitalize, by definition of the word it means change. You are taking what is in the town and offering either an enhancement, or repositioning in the regional marketplace. I always seek to look at how I proceed in terms of a linear programming model — To get from point A to point B in the straightest line possible, which will, in many cases be subject to constraints.
