Saying YES as Part of Downtown Revitalization

It is a three-letter word but it can mean the difference between success and failure. Yes, YES is a powerful word. I used the word yes quite a bit when I got to Phoenixville.  Using yes and no at the right times is a crapshoot at best, but one must use one’s best judgment.

The main street process is a known method for revitalization using promotion, organization, economic restructuring and promotion. The four points, when implemented correctly, provide a powerful revitalization process that has provided results in small communities all across the country.

Oligarchic Influences as Limits of Behavior in a Downtown

I have been on the road a lot for the last couple of months trying to put together financing for projects. I like the opportunity to visualize a project, and then accomplish making the vision a reality. A good visualization for me is having myself in the visualization, looking at the completed project. I find that kind of process is the most effective for me. Then I figure how to fund it, and what constraints I will encounter.

Gaining Momentum for Revitalization

It happens all the time. People get together to revitalize a town, raise some money and hire a revitalization coordinator. Hopes are high that the effort will lead to revitalization of the downtown. It is hard sometimes for the group when nothing happens immediately and people get frustrated. People threaten to drop off the board and tempers flare in the meetings.

Politics and Development

The more I am out on my own working, the more I realize that politics is the essence of doing downtown development deals. Since I have worked in so many places, I have a fairly good idea of what it takes to get a project done. Elected officials, commission members and citizens all have a say in development. When a developer attempts to work in a town, there is always a need to work with the locals.

The Importance of By-Laws in Non-Profit Management

I have created many entities in my days as a revitalization coordinator. I have managed my share of 501 (C) 3 and 4s, in a number of different states. The one thing the organizations had in common is they all had by-laws.

By-laws should never be a secret document, and anyone joining a non-profit board should get a copy of the bylaws upon joining the board. The by-laws are the rules of the organization and procedures for conducting business

Transportation and Downtown Development

Transportation plays a big part of the success of a town that is revitalizing. You want your town to be automobile accessible, but at the same time, you do not want a super-highway running through your town. It is a delicate balance of convenience and walkability is always hard to achieve.

The Vacant Lot as an Asset

In a downtown, there are series of spaces that could be considered public spaces. The sum of those public spaces makes up the whole… that would be the downtown. When you are dealing with public spaces, it is necessary to devise a strategy for each place. It is not good enough to just devise one strategy when you have problematic spaces within the downtown.

How to Assess Your Downtown

The first thing that is necessary to do is look at your downtown. I believe the best way to assess is to spend some time in the downtown sitting on a bench and observe. Watch the people come and go in the downtown and see how they react to the space. I try to just act as a normal person in the downtown and try to make it not very obvious that I am there to observe to get a true sense of what is going on.

Downtown Constraints

Any time you start working in a new town you must analyze what constitutes the downtown, and how existing elements can work for or against the revitalization. I always spend some time observing the downtown. You can learn a lot just by watching. 

Space Assessment in America

I think that having my basic existence upset at this stage of my life was a surprise.  I never thought I would spend a year indoors.

Traveling in Italy looking for a house, I became aware of the virus and just got out in time.  Upon arriving back in the U.S., I went to Florida for a while and then again, under emergency action, hightailed it home with one quick stop at a Holiday Inn in Walterboro, South Carolina as at that stage of the virus, the US was putting the clamp on travel.

How Could Tax Increment Financing Work for the Reading to Philadelphia Train Project?

There are many ways to do things in the public sector, and sometimes proposed programs work, and sometimes they do not. I have made my living using programs that do not necessarily work for everyone. There is usually a substantial discussion on why things work or do not work.  Many of these issues are dealt with in planning documents.

PENN DOT Completes Analysis for Implementing the Reading to Philadelphia Rail Line

Pennsylvania Department of Transportation recently provided a passenger rail analysis concerning a one-seat ride from Reading to Philadelphia. The proposed service corridor includes SEPTA's Main Line from Center City Philadelphia, SEPTA's Norristown Line to Norristown, Norfolk Southern’s Schuylkill River Bridge, and the Harrisburg Line to Reading. The proposed station stops are Valley Forge, Phoenixville, Royersford, Pottstown, Birdsboro, and Reading.

The Phoenixville Train Project Becomes Part of Something Larger

My rail project has taken a lot of twists and turns along the way. As you do these kinds of projects, circumstances change regularly and attitudes toward the potential of success are re-evaluated. After much back and forth, Penn DOT completed a study (synopsis article in issue) assessing the potential for the line. Two and a half studies were done previously with the Reading Group creating an AMTRAK operator Plan, the Mayor's Task Force from Phoenixville using SEPTA as the operator, and an AMTRAK ridership and route analysis, which was part of a larger report.

Small Business Recovery on Main Street

Many of the downtowns in the Delaware Valley have experienced adverse effects on business because of the Covid-19 virus. The lack of access to customers because of various shutdowns has created many landlord-tenant issues that need to be addressed before businesses can get back on track.

The shutdown also impacted the apartment tenants who have been unable to work. Evictions of longer-term tenants would be an unexpected occurrence but with the lack of the ability to earn a living, some of these issues are beginning to surface.

The Year 2020 Never Ceases to Amaze Me

The shutting down of restaurants and bars has had a lethal effect on small towns that have a healthy food and beverage industry as part of their revitalization strategy. The atmosphere, the events, and the areas used as a common gathering space for festive recreation add to why downtowns have been successful.

The Governor issued an order, and it should be obeyed. If the evidence shows a threat, perhaps it is a good action, and I will not go through the dynamics of the spread of the disease. My ideas are not mainstream and not intended to get too Thomas Dolby with everyone.

Remote Work and the Future of Cities

If anything, the virus has forced companies to rethink the staffing and meeting strategy of the organization. I had never even heard of Zoom until the virus, and now it is part of the lexicon in a way that Xerox is to copies.

Is 20/20 Hindsight?

The year 2020 seems to have lasted longer than any other year. Many of us sat at home for most of the year. The virus has kept us isolated and in the company of our families. 

Bold Proposal for Minority Housing

This article is the third and final article in my series on housing history and results. The first article, entitled Spatial “Separation Resulting in Racial Segregation,” dealt with the history of systematic racial exclusion built into the mortgage and credit laws and regulations. The second article, entitled “Hyper-Segregation – a Public Created Entity,” addressed that most minorities were squeezed together in the cities far away from white people to create hyper-segregation. This article will deal with what I have concluded is the potential answer to addressing the problem.

Placemaking in two Different Directions

There has been an uptick in towns and cities, allowing open-air dining to increase capacity/distancing issues in restaurants. There was a need to react quickly in a situation where there is a possibility that losing the downtown retail trade that was developed is possible. 

It brings into focus how slow things move in government. If these kinds of decisions can be made in a crisis, why does it take so long when things are not in emergency mode? It is puzzling that programs can be developed, making decisions at lightning speed when it usually is a long process.
